Prince Edward Island’s main heating help for lower-income households is the PEI Home Heating Program. It gives up to $1,200 per calendar year toward heating costs to single people with incomes of $45,000 or less and families with incomes of $60,000 or less. The Province funds it and The Salvation Army runs it, and you can apply at any time of year.
PEI also offers the Winter Warming Program, which makes free energy-saving upgrades to homes with a household income of $50,000 or less. This guide covers both, with figures as of September 2026.
How much you can get
| Program | What you get | Income limit |
|---|---|---|
| PEI Home Heating Program | Up to $1,200 per calendar year toward heating costs | $45,000 or less (single person); $60,000 or less (family) |
| Winter Warming Program | Free air sealing and upgrades, plus a heating system cleaning voucher (up to $115 value) | Household income of $50,000 or less |
The Home Heating Program works on a calendar year, not a heating season. The 2026 program runs from January to December 2026. That means help you get this fall counts toward your 2026 limit, and a new $1,200 limit starts in January 2027 if the program continues.
The $1,200 is a maximum. The application form says payments may stop before the full amount is paid if the Government of Prince Edward Island changes or ends the program.
Who qualifies
PEI Home Heating Program
According to the 2026 application form, you can apply if you:
- live in Prince Edward Island and are having a hard time paying for home heating
- pay your own heating costs

- are not receiving PEI Social Assistance
- have a household income within the limits: $45,000 or less for a single-person household, or $60,000 or less for a family household
For this program, income means gross income, the amount on line 15000 of your Notice of Assessment. If your situation has changed, a pay stub or bank statement may be accepted. You can own or rent your home.
Every kind of heat is listed on the form: oil, wood, propane, heat pump, electric and other.

When it’s paid / how you get it
Home Heating Program: The Province says the program runs year-round, so you can apply at any time. The Salvation Army reviews your application and decides the amount. The form asks for your fuel supplier and electricity account details. Ask The Salvation Army how your approved help will be delivered and how long it takes, since the official pages do not say.
Winter Warming Program: A tradesperson installs the upgrades free of charge. The province lists a programmable thermostat, a low-flow shower head, ENERGY STAR LED bulbs, air sealing, and a voucher for a free heating system cleaning. The province estimates savings of $250 to $650 a year in heating costs, depending on your home and heating system.
Things to watch for
- Social Assistance. People receiving PEI Social Assistance cannot use the Home Heating Program. If you are on Social Assistance and struggling with heat, talk to your worker.
- Gross, not net income. The Home Heating Program uses gross income (line 15000), which is higher than net income. Check your number before you apply.
- The calendar-year limit. If you used your full $1,200 earlier in 2026, you may need to wait until January 2027 for more help.
- Missing proof. Applications need proof of income, address and fuel costs. Missing papers slow things down.
- Scams. Apply only through The Salvation Army’s official contacts or the Province. No government asks for a payment or gift cards to release a benefit. See the scams page for common tricks.
For other programs you may qualify for, try the benefits checkup. If you are 65 or older, make sure you are also getting the Guaranteed Income Supplement if your income is low.
